Economic Study on Speeding Tickets

This study suggests what many have suspected--in hard times the number of speeding tickets go up.  More tickets are issued to people with out of state license plates and to people in state but from other regions.  It kind of makes me wonder about regionalism/tribalism and the enforcement of other laws.
